With Hurricane Irene having left its mark on the US, one journalist has used the 30+ year old cliche to describe the scene after the storm hit the East Coast:

With widespread flooding, fallen trees, extensive damage and fatalities, some reporters are likening the landscape to a war zone. “One reporter described it to me, ‘It’s Beirut out there,'” said Lyle Schulze, VP/GM of WCTI, Bonten’s station in New Bern.

Unfortunately, Lyle Schulze doesn’t mention the name of journalist so I’ll probably send him the certificate.
