I have no idea which Lebanon she’s taking about but according to Jane Kinninmont, a senior research fellow for the Middle East and North Africa at Chatham House research institute in London, headscarves and no skin is a must for advertisement in Lebanon:

Advertising should vary across the Middle East because of varied cultures, said Jane Kinninmont, a senior research fellow for the Middle East and North Africa at Chatham House research institute in London. In some countries, such as Lebanon, women must be completely covered and wearing a head scarf in photos, she said.

I almost fell off my seat from laughter. Don’t you  just love these experts who live and work thousands of miles away from their ‘environment’.
